Wayne DeFeo

Wayne DeFeoWayne DeFeo is the principal and founder of DeFeo Associates; a full service Environmental Consulting firm that provides clients with environmental expertise with a strong emphasis on Environmental Sustainability. Wayne has been "green" consulting for over 28 years. He has shown many clients how sustainability has evolved from admirable but impractical efforts to streamlined, cost effective conservation strategies and technologies.

Wayne specializes in the development of sustainable solutions for commercial, institutional and residential buildings, including every component of building operation without forgetting the most important part of the building, the people in it. He helps to develop environmentally friendly purchasing policies, energy reduction strategies, LEED building practices, recycling and solid waste handling systems. He works with organizations to assess environmental impacts and develop cost and resource saving designs, guidelines and practices. In brief, Wayne provides holistic solutions to sustainability problems.

LEED APHe has a Bachelor of Science degree in Biology and a Master of Arts degree in Environmental Studies from Montclair State College (University). He is a Certified Teacher of Science and a LEED Accredited Professional BD&C. He has received numerous awards for his contributions to the environmental field including:

Wayne currently serves on the Somerset County New Jersey Energy Council as Secretary, Board of Directors for the Association of New Jersey Recyclers and Board of Directors; Recycling Certification Institute and is Chairman of his local Environmental Commission.

A Career of Conservation and Recycling

After a successful career in education, teaching many courses in environmental, physical and life science, Wayne became recycling coordinator in Somerset County, New Jersey, where he ran one of the first national award- winning curbside recycling programs in the country. Under his direction, long-term markets were secured and public participation increased by over 600% in just 2 years. As Deputy Director of Solid Waste for the New Jersey Board of Public Utilities, Wayne was responsible for all aspects of solid waste regulation within New Jersey.

Wayne lead New Jersey's efforts in establishing regulatory programs designed to increase public incentive programs and represented the industry in an international trade association.

Later, Wayne was the first New Jersey market development director for Browning-Ferris Industries (BFI), a national waste management company. During his tenure as director, BFI won its largest municipal bid in local company history. The company established a presence statewide as a corporate citizen and developed its first public outreach campaign.

Wayne directed the National Contract Sweepers Association and implemented training on storm water control measures for its members. In addition, he served as a Regional Manager in New Jersey and Pennsylvania for the then National Solid Wastes Management Association.

Today, Wayne is recognized as a leader in the recycling industry. He has received special recognition from the NJDEP for his contributions to recycling and currently serves as a Faculty Coordinator for Rutgers University's School of Continuing and Professional Education. Wayne has developed courses in Recycling Contract Writing and has been a course instructor in New Jersey's Recycling Coordinator Certification Program for many years. He teaches courses on the practice of recycling, collections, economics and public policy.

Wayne developed and teaches the only N.J.D.E.P. approved course for Compost Facility Operators in New Jersey at Rutgers University. In addition, Wayne as made an extensive study of composting including touring facilities in Holland and completing an extensive course with the U.S. Composting Council.

Wayne has been recognized as an expert on environmental matters in both state and federal court and within multiple state legislatures. Wayne co-authored Practical Recycling Economics, a manual published by Rutgers University, which is designed to help governments, and businesses make the most of their recycling program dollars. For this effort he received the Outstanding Achievement in Recycling Award from the New Jersey Department of Environmental Protection.

Wayne served as Vice Chairman and Commissioner on the Interstate Environmental Commission and lead passage of major regulations helping to reduce water pollution.

In 1982, Wayne became a licensed Energy Auditor and has over twenty years of experience in energy conservation technology.

Navigating the Sea of Conservation, Recycling and Waste Management Regulations and Guidelines

Wayne's extensive experience in government relations has allowed him to develop the skills and contacts necessary for dealing with the most critical of environmental-related issues. He has successfully negotiated with County Government, the New Jersey Department of Environmental Protection, NJ Attorney General's Office and the NJ Board of Public Utilities on issues ranging from solid waste licensing to environmental and regulatory changes covering many areas of environmental concern.

In addition, Wayne has extensive experience working with the legislative process. He has successfully guided deregulation, penalty reform and regulatory reform legislation from inception to signing.

Wayne served on Governor Whitman's Transition Team studying the BPU. He has served on the Solid Waste Collectors Deregulation Committee with the DEP Commissioner. He served as Vice Chairman on the Interstate Environmental Commission from 1998-2002 and as a Commissioner from 1996-2002.

In addition to having prepared expert reports on many aspects of operations and contract parameters, Wayne has testified in Superior and Federal Court. He has served on several study commissions including the NJDEP Study Commission on Solid Waste. Today, he is the Chairman of the New Jersey Food Waste Recycling Market Development Council.

Wayne has also testified before numerous state legislative bodies in Connecticut, Massachusetts, New Jersey, and New York. He has worked with the members of the U.S. Senate and the House of Representatives and the United States Environmental Protection Agency on environmental matters.

In addition Wayne has presented extensively on recycling and solid waste matters including presentations at the New Jersey League of Municipalities, the College of Staten Island Fresh Kills Landfill Conference, Rutgers University, and numerous business associations.

Sustainability for the Future

Wayne now focuses on his efforts with DeFeo Associates and its growing client base to encourage and advance efforts in environmental conservation.

As a member of the Interstate Environmental Commission, a joint pollution-control agency of New York, New Jersey and Connecticut, Wayne authored the IEC Commission Resolution governing procurement and energy consumption policies in accordance with rigorous IEC sustainability and energy conservation goals.

Wayne continues to serve as a Faculty Coordinator at Rutgers University School of Continuing and Professional Education, promoting the concepts of sustainable development, green building, recycling and responsible waste management.
