I have written about bottle bills before…and you know my basic opinion…While they are indeed a form of EPR, I have always noted that they have a negative impact on MRF economics…A new study supports this position.

However, as the study notes, it is also important that the impact be looked at in its entirety. That is, the benefits of not landfilling materials.

I think that a combined program; one where we extend EPR to include those materials that are not easy to recycle with advanced disposal fees, and if we are targeting the deposit laws as antilitter, a means for MRFS to claim the deposits to offset their lost revenues, as is done in California, might be the correct combination.
